Proposed amendments to the ACP Bylaws

Introduction

Bill 46 (2020) approved amendments to the Health Professions Act (HPA). Amongst other changes, it redistributed many authorities from Pharmacists and Pharmacy Technicians Profession Regulation to the HPA, Standards of Practice for Pharmacists and Pharmacy Technicians (SPPPT), and the ACP bylaws.

Council has approved amendments to ACP’s Bylaws that are consequential to the amendments to the HPA for the purpose of consultation. The changes do not change policies that already exist, but incorporate them into the bylaws as required by the amended HPA. Government has proposed proclaiming the amendments to the HPA by the end of this calendar year. Therefore, these amendments must occur prior to this and will come into effect at the time of proclamation.

We invite you to review and comment about the amendments outlined in the appended document. The first column outlines the amendment to the HPA. The second provides some insight to existing aspects of the current HPA and regulations. The final column introduces the proposed amendments to the bylaws that we are inviting you to review and comment on.

As these amendments do not easily fit within the numbering sequence of our current bylaws, they have not been numbered for the consultation period. Rather, subject to approval, we will then integrate them into the bylaws. Council has planned a comprehensive review of all bylaws during the 2023-24 council term.

We draw your attention to amendment number three. The highlighted “X” is a placeholder, pending integration with the bylaws. Do not interpret this as a subsection of the current bylaws, but rather consider it in context with the relationship between the two statements under amendment three.
