NAPRA consultation on components for national approach to compounding competence

The National Association of Pharmacy Regulatory Authorities wants to hear from you!

In 2024, the National Association of Pharmacy Regulatory Authorities (NAPRA) published an updated entry-to-practice (ETP) competencies document.

This document explains what pharmacy professionals are expected to know and be able to do when they begin practice. It states that all pharmacy professionals

  • must be able to safely perform non-sterile, non-hazardous compounding when they enter practice;
  • must understand the principles, procedures, and risks related to sterile and hazardous compounding; and
  • are not required to have the hands-on skills needed to prepare sterile or hazardous products unless they plan to work in those areas (practical sterile and hazardous compounding skills will only be required for individuals who choose to use these skills in their practice).

In the updated ETP document, NAPRA also stated that the 2014 competency, “Prepare and compound non-sterile and sterile products according to recognized guidelines and standards of practice,” would remain in effect for now. This competency will continue to apply until NAPRA and its members — the pharmacy regulatory authorities (PRAs) across Canada — release a plan to ensure pharmacy professionals receive proper training and assessment before working in sterile or hazardous compounding. That plan is now available for review and feedback.

In December 2025, NAPRA shared the PRA‑approved approach to compounding competence with key interested groups, as described in the consultation document.

NAPRA is now seeking feedback on the components needed to support the PRAs in putting this approach into place. These include

  • guidance for education accrediting bodies,
  • a national list of required qualifications or criteria for assessors, and
  • timelines for each step of the process.

After reviewing the feedback, the PRAs will confirm their final expectations for each component. Once timelines are set, all affected parties will be encouraged to make any needed changes to meet the PRAs’ requirements within the required timeframes.

When all supporting components are finalized, the PRA in each province or territory will share their specific local requirements. This will include details on the process and timelines for meeting provincial or territorial compounding competence requirements.

ACP encourages regulated members, especially those involved in education, training, and assessment, to take part in the consultation. NAPRA welcomes feedback on any part of the consultation that relates to your work.
