ACP introduces the Licensee Competencies Framework

The Licensee Competencies Framework will help licensees to better understand their role and responsibilities.

As part of ACP’s 2021-25 Strategic Plan, Goal #3 states that licensees are qualified and held responsible for practice in their pharmacy. To help ACP achieve this goal, a key objective was to evaluate licensee applicants to ensure they can meet their commitment to their responsibilities as a licensee prior to being issued a licence.

ACP worked in collaboration with a licensee advisory group to develop the Licensee Competencies Framework (LCF) as a first step of this strategic goal. Competencies are the essential job-related knowledge, skills, attitudes, and judgements necessary for competent performance. They provide an overview of what a licensee should do and know, rather than how a licensee is expected to perform tasks.

The LCF outlines how licensees meet regulatory requirements, support safe pharmacy practices, and are committed to patients and the staff within their pharmacy. The competencies are a blueprint for what it takes to develop and succeed in the role of licensee. Additionally, they help potential and existing licensees to identify their own strengths and weaknesses to guide their performance development and that of their pharmacy team.

Included in the LCF are the following competencies for licensees:

  • builds collaborative environments;
  • demonstrates integrity;
  • develops self and others;
  • ensures accountability;
  • focuses on person-centred care; and
  • values diversity, equity, and inclusion.

Using the LCF as the foundation, ACP is developing new Licensee and Proprietor Education Programs (LPEP). The LPEP will replace the current Licensee Education Program and Proprietor’s Self Assessment. The new LPEP will launch in the fall of 2024. Watch for more information in future editions of The Link.
