ACP, with support from Queen’s University (Office of Professional Development and Educational Scholarship) has developed the Licensee and Proprietor Education Programs (LPEP).

The LPEP consists of three different programs, each targeting a specific audience: new or prospective licensees, experienced licensees, and proprietor’s representatives. Each program is designed to ensure licensees and proprietor’s representatives learn and review the information required for their specific roles.

ACP does not intend for individuals to take all three programs of the LPEP.  Rather, individuals will be required to take the specific program that is best related to their current and future roles within the pharmacy.

The three LPEP programs include Licensee Fundamentals, Licensee Development, and Proprietor Education Program. See below for more details.


Licensee Fundamentals

Who should take this course

  • Pharmacists who are applying to be the licensee of a new pharmacy must take this course, regardless of experience.
  • Pharmacists who are applying to be the licensee of an existing pharmacy must take this course if, in the last five years, they have not served as a licensee in Alberta for at least one complete year.
  • Pharmacists who are both the licensee and proprietor of a pharmacy.
  • Any pharmacist who is considering opening a new pharmacy or applying to be the licensee of a pharmacy in the future.
  • Any pharmacist interested in the most comprehensive program.

This program is the most comprehensive program and is recommended for all pharmacists.

This program outlines the fundamental knowledge needed by licensees to manage the operation of a pharmacy and lead a pharmacy team, emphasizing the authority, responsibility, and accountability of the licensee role. It will facilitate reflection and application of this knowledge to case-based scenarios, modeled on common situations and challenges experienced by licensees.

The program provides an in-depth review of the Foundational Guidelines and ACP’s standards. The information outlined in Licensee Fundamentals is vital for any licensee establishing the operations of a new pharmacy.

  • Time: 12-13 hours.
  • Accreditation: CCCEP accredited for 12.5 continuing education units (CEUs).
  • Cost: $300.

Licensee Development

Who should take this course

  • Licensees who are renewing their pharmacy licence in 2025 must provide evidence of completing this program (Licensee Development) or Licensee Fundamentals.
  • Pharmacists who are applying to be the licensee of an existing pharmacy may take this course, instead of Licensee Fundamentals, if in the last five years, they have served as a licensee in Alberta for at least one year.

This program is designed for existing licensees and provides up-to-date information to ensure compliance with ACP programs and standards, as well as legislation.

The program guides experienced licensees to reflect on their pharmacy operations and leadership using the recently developed Licensee Competencies Framework. Activities in the program will help licensees identify areas for improvement and create realistic action plans targeting these areas.

NOTE: If licensees choose to take Licensee Fundamentals, they do not need to take Licensee Development.

  • Time: 6-7 hours.
  • Accreditation: CCCEP-accredited for 6.25 continuing education units (CEUs).
  • Cost: $200.

Proprietor Education Program (PEP)

Who must take this course

  • Any individual who is submitting a letter of intent to open a new pharmacy, regardless of experience.
  • Any individual who is applying to be the proprietor’s representative of a new or existing pharmacy, regardless of experience.
  • All existing proprietor’s representatives must provide evidence of completing this program (Proprietor’s Education Program) or Licensee Fundamentals when the licensee renews their pharmacy licence in 2025.
  • All new or existing proprietor’s representatives who are not licensees.

NOTE: Licensee Fundamentals may be substituted for the Proprietor’s Education Program by any applicant.

This program outlines the legislative responsibilities of a proprietor’s representative and is tailored for non-pharmacist learners. The program focuses on the role of the proprietor’s representative in the oversight of the pharmacy and describes how they can collaborate with the licensee to manage their individual and joint responsibilities for the operation of the pharmacy.

  • Time: 3-4 hours.
  • Cost: $150.

2025-26 pharmacy renewal

All licensees and proprietor’s representatives must complete the applicable program(s) of the LPEP and provide evidence of completion when submitting the application to renew the pharmacy licence for the 2025-26 licensure term. The deadline to submit a renewal application is May 31, 2025.

When applying to renew a pharmacy licence in myACP, licensees are required to upload evidence of completion of the

  • Licensee Development, or
  • Licensee Fundamentals.

Proprietor’s representatives are required to submit evidence of completion of the

  • Proprietor Education Program, or
  • Licensee Fundamentals.

For individuals who are both the licensee and the proprietor’s representative, the following is acceptable:

  • Licensee Fundamentals, or
  • Both the Licensee Development and Proprietor Education Program.
