Licensee Education Program (LEP)

ACP, with support from Queen’s University, Office of Professional Development and Educational Scholarship, has developed a Licensee Education Program and Proprietor Self-Assessment. The program is designed to help pharmacists, licensees, and proprietors

  • articulate the licensee’s and proprietor’s legal responsibilities, and ACP’s expectations when operating a pharmacy, particularly regarding the authority, responsibility, and accountability of licensees, in context with current legislation;
  • use relevant resources to update and maintain knowledge about legislation and standards for operating a pharmacy; and
  • develop understanding about the pharmacy licensee’s role: leader, manager, professional, and clinician.

The Licensee Education Program consists of two parts:

  • Part A includes readings, peer conversation and reflection, and an online module (Chapters 1-5). Part A of the program has been CCCEP-accredited for six continuing education units (CEUs).
  • Part B includes an online module and resources (Chapters 6-7) and a self-assessment (Chapter 8). Part B has been CCCEP-accredited for four CEUs.

Program requirements

  • All pharmacists applying as licensee for a new or existing pharmacy must complete Parts A and B of the Licensee Education Program. This applies even if the applicant has previous experience as a licensee.
  • All proprietor’s representatives must complete the Proprietor Self-Assessment as part of an application for a new pharmacy or an application for a change in proprietor. This applies even if the proprietor’s representative has previous experience as a proprietor’s representative (if the proprietor’s representative is also a licensee and has completed Part B of the Licensee Education Program, the proprietor’s representative is not required to complete the Proprietor Self-Assessment).

ACP encourages all licensees and any pharmacists interested in becoming a licensee to complete the Licensee Education Program. This enhanced knowledge will contribute to safe, effective, and appropriate pharmacy care for your patients. It will also help ensure expectations of pharmacy proprietors, licensees, and staff are met consistently. Pharmacy technicians are also welcome to enrol to gain a better understanding of the licensee’s roles and responsibilities.

Fees

  • $250 for those enrolling in both Part A and Part B,
  • $175 for those enrolling in Part B (if an individual wishes to add on completion of Part A at a later date, the cost applied will be an additional $75), and
  • $100 for those enrolling in the Proprietor Self-Assessment.

FAQs

The cost is consistent with other accredited learning and with the amount charged by other colleges for a similar accredited course. There is a cost associated with developing accredited education of this magnitude.

  • Any pharmacist who is not currently a licensee MUST complete Parts A and B before applying to become a licensee.
  • Any pharmacist who is currently a licensee MUST show evidence of completion for both Part A and Part B if they are applying to become a licensee of a new pharmacy, or if they are applying to become the new licensee of an existing pharmacy.
  • Anyone who is applying to become a proprietor’s representative for a new pharmacy or an existing pharmacy MUST complete the proprietor’s self-assessment or Part B.

Yes. Any pharmacist must complete both Part A and Part B if they are applying to become a licensee of a pharmacy. If you have completed Part A or Part B already, you do not have to repeat it.

Yes. Any pharmacist must complete Part A and Part B if they are applying to become a licensee of a new pharmacy, or if they are applying to become the new licensee of an existing pharmacy. If you have completed Part B already you do not have to repeat it.

Yes, the criteria apply to prospective licensees and proprietor’s representatives who wish to open a new pharmacy and apply for a new pharmacy licence. The new criteria also apply to pharmacists applying to be the licensee or individuals applying to be the proprietor’s representatives of an existing pharmacy.

Accreditation

The Canadian Council on Continuing Education in Pharmacy has accredited Part A of this program for six CEUs and Part B for four CEUs.
